Charles was born in Atlanta Georgia. He graduated from Douglas County High School in Douglasville, GA.
Following his graduation from Douglas County High School, Charles entered the United States Navy making it a career until his retirement in 1988. Charles attained the rank of Master Chief Petty Officer (E9) and was designated an Aviation Warfare Specialist. While in the Navy, Charles was selected to attend the United States Navy Senior Enlisted Acadamy located in the Naval War College in Newport Rhode Island.
Charles attended the University of Maryland where he graduated Cum Laude in 1983 with a BS in Business Management with a minor in Technology Management. Following his retirement from the Navy, Charles completed law school, graduating from the Georgia State University School of Law in 1990. He became a member of the Georgia Bar in June 1990.
Charles is a member of the State Bar of Georgia, the American Trial Lawyers Association, Georgia Trial Lawyers Association, the American Bar Association, Battle Hill Masonic Lodge and Sweetwater Shrine Club. Charles is also Past President (2001-2002)of the Rotary Club of Douglas County.
